Start with heating oil in a pan over medium high heat. Add onion and bell pepper and cook for 3 minutes until fragrant, stirring.
Chop tomatoes and add to the pan along with minced garlic. Add hoisin sauce and soy sauce, stir. Cook for a minute.
Meanwhile cut tilapia into 1 inch pieces and add to the pan. Season with salt and pepper(of course you can use another spices but i prefer it just like that:). Cook, stirring for about 2-3 minutes- don't overcook the fish.
Cook rice noodles according to the package instructions. Drain and add to the pan.
